VISION PLAN/FUTURE STRATEGIES FOR FISHERIES DEVELOPMENT IN THE STATE OF MIZORAM

 

  • To augment per capita availability for consumption of table size fishes at 11 kg by the end of 12th 5 year plan from the State’s own production which is at present 4.81 kg at the end of 2012-13 leaving a shortfall of 6.19 kg. Subsequently, the vision target at the end of 13th 5 year plan aims at achieving 16-18 kg per capita through concerned effort on the following development plan.
  • Increase in cultivable water bodies in culture sector through creation of new ponds and tanks and renovation of existing ponds and tanks.
  • Augmentation of unit area productivity which at present, estimated to be 1.21 MT/Ha. to be  augmented to 2.5-3.5 Mt/Ha adopting:   

 

  • Establishment of fisheries estate in potential districts with      ancillary facilities.
  • Semi-intensive fish farming in all cultivable water bodies in the culture sector.
  • Creation of more fish seed infrastructure for self-sufficiency in fish seed production.
  • Setting up of intensive and effective extension services.
  • Introduction and adoption of new technologies evolved by various R&D institution of ICAR in fisheries sector.
  • Introduction of low cost technologies for easy adaption by the economically backward rural fish farmers
  • Introduction of commercial contract farming.

 

  • Introduction intensification of culture based capture fisheries in reservoirs for augmenting reservoir production 140kg per hectare (medium reservoirs)adopting:   

 

  • Judicious stocking of reservoirs
  • Intensification and improvement of cage culture practice
  • Providing fishing crafts and gears to capture fishes under subsidized rate to improve fishing efficiency.
  • Riverine ranching
  • Effective enforcement of conservation measures in line with Mizoram Fisheries Act 2002.

 

THERE BY

 

  • Economic  upliftment of sizable  number of rural farming families and self-employment  of unemployed youths in :
  • Culture fisheries
  • Culture based capture fisheries in reservoirs
  • Capture fisheries riverine fisheries
  • Village  communities cage culture units  for villagers around the reservoirs
  • Ancillary activities  around the  sector  viz  hatcheries , fingerling rearing units , feed mill plants , ice plants ,cold storages, fish transportation packaging retailing, vending etc.

                                               

                                  BESIDES

 

  • Permanent settlement of at least 3000 shifting cultivation families (jhumia families ) in  fish farming under state flagship programme of NLUP and additional 2000 jhumia families in reservoirs fisheries.

 

EXPECTATIONS FROM ICAR

 

  • Towards upliftment and improvement of the presence scenario in the North-Eastern States, particularly for Mizoram. The expectations are:

 

  • Close-cooperation of various fisheries institutes with the State Fisheries Department towards:

 

  • Providing assistance for model infrastructures for already evolved technologies and new technologies.
  • Organizing training and demonstration for State fisheries officials to develop trainers.
  • Organizing training and demonstration within the state for farmers.
  • Setting up of state level soil water and disease diagnostic lab.
  • Providing fisheries experts in the existing ICAR Research Station at Kolasib, Mizoram.
  • Frequent interaction with the State fisheries Officers for identifying and introduction of suitable technologies suiting to the aqua-climate condition of the state.
