1.   NLUP 1ST PHASE

A.  FINANCIAL PROGRESS

1.  Fund receipt for 1st Phase (2010-11 & 2011-12)

(1) Financial target per family (Beneficiary)  =   Rs  1.00 lakh

(2) Fund receipt under ACA (300+980)    =  Rs 1280.00 lakh

(3) Fund receipt from CSS convergent (84+84)  =   Rs  168.00 lakh

    TOTAL  =  Rs 1448.00 lakh

2.  Amount issued in each instalment per Beneficiary:

(1) 1st Instalment  =  Rs  0.25 lakh

(2) 2nd Instalment  =  Rs  0.31 lakh

(3) 3rd instalment  =  Rs  0.44 lakh

  TOTAL  =  Rs  1.00 lakh

3.  Total release of fund for 1st Phase beneficiaryies:

(1)1st instalment Rs 25,000.00 each for 1449  =  Rs.362.25 lakh

  beneficairies

(2) 2nd instalment Rs 31,000.00 each for 1447  =  Rs.448.57 lakh

  beneficairies

(3) 3rd instalment Rs 44,000.00 each for 1447  =  Rs.636.68 lakh

  beneficiaries.

  TOTAL  =  Rs.1447.50 lakh

4.  Balance  =  Rs  0.50 lakh

  Note: The reason for presence of Rs 0.50 lakh balance is that there is one defaulter who had received 1st instalment of Rs 25,000.00 but not continued from Ramthar Veng, Aizawl and another beneficiary who left Fishery trade after receiving 1st instalment from Lawngtlai whose 1st instalment is not yet adjusted.

 

B.  PHYSICAL PROGRESS

(1) Target of beneficiary    =  1200 Families

(2) Achievement  =  1447 chhungkua

    Note:Two trades are introduced in the Fishery sector viz. Semi intensive Aquaculture and Polyculture of carp and prawn, 240 numbers of families are selected for Polyculture of carp and prawn but those beneficiaries declined to take up Polyculture of carp and prawn. Finally, all the beneficiaries of Fisheries trades are implementing Semi-intensive Aquaculture only.

C.  INFRSTRUCTURE DEVELOPMENT

Department of Fisheries received an amount of Rs 24.05 lakh for taking up construction of Hatcheries at Tamdil, Zobawk, NGengpui fish seed farm and upgradation of Farmer Training Centre at Lengpui fish seed farm, all the above works are completed by now. The details financial expenditure and physical works are as tabulated below:-

2.   2ND PHASE NLUP BENEFICIARIES UNDER FISHERIES DEPARTMENT.

2)   Fund Received for 2nd phase NLUP (ACA) during 2012-2013 is Rs.890.00 lakhs

3)   For 2nd Phase Beneficiaries Training on Fish Culture practices has already been conducted in all the 8(eight) districts.

4)   1st installment amounting to Rs.50,000/- each has already been given to 1129 beneficiaries as per Revised Calendar of Work (Copy enclosed).

5)   For successful implementation of 2nd phase NLUP the Calendar of Work was revised as desired by Apex Board Meeting and Implementing Board of NLUP.

6)   The target of 2nd phase NLUP, Fisheries is 1200 beneficiaries and the numbers of selected beneficiaries is yet to be settled by the Selection Authority.

3. Propose implementing for 3rd & 4th phase NLUP:

  Fisheries Department have been propose implementing for 3rd & 4th phase NLUP as per present calendar of work. Now the Department has not decision to change the implementation programme of work.

4. Problem face by the Department on Implementation of NLUP programme.

a)  Due to lack of technical staff in the Department, very difficult to take spot verification and monitoring properly.

b)  In some districts the condition of communication is very poor, in which the NLUP vehicles can be provided in (3) three Districts only. Now the remaining districts have a big problem to monitoring and other necessary vehicle for implementation of NLUP.

c)  Beneficiary selection is out of control by the Department, NLUP assistance given to those who has not enough land for creation of 0.5 ha. of pond is problem for successfully implementation of NLUP.

d)  Anytime change of trades is one of the problems for the Department. Due to this, achievement and progress reports can not be constant and the report also can be doubtful and release of fund to the district is also can be trouble.
