PROGRESS AND ACHIEVEMENT OF 2ND PHASE NLUP UNDER FISHERIES DEPARTMENT.
I. 2ND PHASE NLUP
A. FINANCIAL PROGRESS
1. Fund receipt for 2nd Phase (2012-2013)
(1) Financial target per family (Beneficiary) = Rs 1.00 lakh
(2) Fund receipt under ACA (300+980) = Rs 890.00 lakh
(3) Fund receipt under CSS = NIL
(4) Balance from 1st phase = Rs. 0.5 lakhs
TOTAL = Rs 890.50 lakh
2. Target amount issued in each instalment per Beneficiary:
(1) 1st Instalment = Rs 0.50 lakh
(2) 2nd Instalment = Rs 0.20 lakh
(3) 3rd instalment = Rs 0.30 lakh
TOTAL = Rs 1.00 lakh
Note: 1st installment amounting to Rs.50,000/- each has already been given to the beneficiaries as per revised calendar of work.

B. PHYSICAL PROGRESS

(2) Achievement of beneficiaries = 1131 Families.

3. For 2nd phase beneficiaries, Training on Fish culture practices, construction of pond, management of pond etc. has already been conducted in all 8(eight) district.
4. The calendar of work was revised as desired by the Apex Board meeting and Implementing Board of NLUP for successful implementation of 2nd phase NLUP.
II. PROPOSE IMPLEMENTATION FOR 3RD & 4TH PHASE NLUP.
A. Development Component:- The Department proposed to implement
3rd & 4th phase NLUP as per present calendar of work.
B. Infrastructure Component:- The Department proposed to implement construction of hatchery, nursery and rearing pond in private sector through PPP basis for production of fish seeds and to attain self sufficiency of fish seeds.
III. Problem face by the Department on Implementation of NLUP programme.
a) Due to shortage of technical staff in the Department, it is very difficult to take spot verification and monitoring properly.
b) Since the NLUP Vehicles have been allotted to only 3(three) Districts, the remaining 5 (five) districts face difficulty in spot verification and monitoring etc for proper implementation of NLUP.
c) Some of the selected beneficiaries does not have enough land for creation of 0.5 ha. of new pond and this creates problem for successful implementation of NLUP.
d) As change of trades is one of the problems for the Department achievement and progress report cannot be constant.
